Implementing the scientific concept of development, building a socialist harmonious society in the process, vigorously develop the charitable cause, for organizations to mobilize social resources, the gap between rich and poor regulation; easing social contradictions, and promote social justice; of citizens and enhance social responsibility ; create unity, amity, harmony interpersonal relationships, promoting socialist material civilization, political civilization and spiritual civilization. The Committee is registered under HK SAR Laws and regulations as a Non profit organization with its own unique management.
