That’s the question in Philadelphia, which has the highest rate of sexually active teens in the country -- and one Department of Health program encouraging safe sex by mailing free condoms to kids as young as 11. “Health officials say studies show 10-14 year-olds in the city have higher rates of sexually transmitted diseases than the national average. Through the program anyone over 11 years of age can sign up online to get free condoms in the mail.” “I think that’s far too young. I think absolute minimum should be high school age.” “I can understand people being outraged, I’m a parent myself. But I think I’d rather have the kids have the information. I’d rather have the kids have access to it.”(KYW-CBS) The program is called Take Control Philly, and its website also features information on sexually transmitted infections, or STIs, and animated cartoons demonstrating how to use both male and female condoms.Take a look. “Squeeze the tip and unroll down before you start.” “Afterwards, remove the codom carefully.” “The inner ring is used for insertion and to help hold the condom in place during intercourse. The outter ring will remain on the outside of the body covering the area around the vaginal opening.” Parents have been outraged by the website and videos -- and the ladies at NBC’s ‘South Florida Today’ are talking, to.. “Teachers are saying that they’re [students] skipping school to have orgies basically." “Why aren’t we keeping them in school...?" “It’s starts at home I mean it starts at home with teaching your kids” "...and where are their parents? Since you’re not gonna come to school let me give you a condom so you you can go have sex and participate in an orgy. I mean it’s unbelievable.” (WTVJ-NBC) Despite negative reactions, some health officials say they’re in favor of Take Control Philly because it provides potentially life-saving sexual health education at early ages. ABC News quotes one, who explains... "You can't stop kids from having sex if they want to... What we can do is improve responsibility.” And the director of an adolescent HIV center agrees, saying - this is necessary. “When we started doing HIV treatment in 1998, the average age of patients was 16 or 17. The first time we got a 13-year-old was mind-blowing.
