There is no such a thing as free energy becaus ethat would vilate the laws of thermodynamics. However, what we can have is a more efficiant use of energy. Energy can neither be created nor destroyed according to the laws of thermodynamics. This so-called free energy does not violate that. What happens is the initial energy is used to convert water to H2 and O2. Then the two components are re-combined and heat is released. This is called fusion. The recombination produce water again. So this method is more efficiatn and less poluting because of the oginial energy used to break the water into H2 and O2. This energy is of course electrical which can be generated by cleanly using renewable sources like hydro and wind and solar.

So the energy put in to create this water-based energy is equal to the energy that gives out by the H2. Therefore, there is no energy created nor destroyed and no laws of thermodynamics are violated.
