you can put some device in the muffle to retent all gas and liquid coming out of it in order to send it to the moter again. same components, same process , same cycle again. you dont to even recharge it

No, because the exhaust would be water. The water would come out of the muffler (or whatever you'd use for water exhaust) and then evaporate (leaving any impurities behind). After that it will rain, which will start the cycle all over again.
The Earth CANNOT run out of water. It's theoretically impossible based on our current understandings of physics and chemistry.

plus to get the water distilled from saline sea water is too expensive, why do you think people are suffering from water shortages when the earth is 70% water, if people cant afford to use the most precious resource to maintain life why would they waste money on it to fuel a car, when if you really want to save the environment and your money, you would walk or ride a bike like how your grandparents did
saline water is too corrosive on common metals.
