When using NaCl as an electrolyte, you do not produce appreciable quantities of Cl2 gas. NaCl is a salt resulting from the reaction of HCl and NaOH, and as such dissociates fully into two ions, Na+ and Cl-. It is only being used as a means to transit electrons through the aqueous medium. If you used NaOH (sodium hydroxide) you would be substituting one electrolyte for another, i.e Na+ OH- for Na+ and Cl-. You would need to put the electrodes into molten NaCl to produce Cl- on the cathode and Na+ on the anode.

Whats not mentioned is that this "generator" is producing oxygen, and hydrogen. The bubbles are only combustible because oxygen is mixed with it. YOu are getting 2 parts hydrogen for 1 part oxygen (H2O) (The positive plate produces one, the negative plate produces the other) Also, the grey in the jar is all the nasty by products produced from the metal deteriorating. A little ohms law will teach you that a power supply that supplies more current will not produce more hydrogen because the resistance of the water remains constant. You will have to increase the voltage to get better hydrogen production.
