I wonder, could there be another transparent fluid like the one you use along with the ferrofluid here, but whose density is as similar as possible to the ferrofluid?
I'm thinking, that should allow you to shake the ferrofluid into very small droplets in suspension on the other liquid, and it'd make it, ideally, much more visually responsive to smaller magnetic fields... allowing you to use the vial as an EMF detector of sorts.

However it isnt toxic if you use cooking oil instead of gasoline or other type of toxic oil.
