Hope you didn't lose anything important. I've also found that on some Windows XP versions, this works on the Guest user account; but at a later date and on new releases it was filtered.

In the Vista O/S, it was disabled to increase security.

The command is as follows:
at 06:44 /interactive "cmd.exe"
Please replace the time stated though, with your current time plus 1 or 2 minutes; so that it will launch CMD in a couple of minutes.
Once you've done that, close the old cmd.exe window, and open Task Manager; close the 'explorer.exe' process, and then restart it; by typing in 'explorer.exe' into the cmd.exe dialog to reload it.
