      you have to download it in word 2003 and then use it in word 2007 or anyother program... but microsoft never added the speech tools in office 2007 for some reason

      i don't think microsoft added it in the 2007 version. I'm using it too and i didn't see any "Speech" button. I tried in the menu --- word options - costumize - all commands and i didn't found it
