    Firstly, you should NEVER attempt to buff a CD or DVD with a 'circular motion. You polish from the inside to the outside because scratches that follow the disc's spiral are a million times more damaging than radial scratches from the inside to the outside.

    Secondly, for less than ten bucks you can buy a disc repair kit that will repair over a hundred DVD's.

    Basically, this technique won't work unless the scratches are so minor they don't cause a problem with playback anyway.
