It happens.
In a tank the field of vision is very small. The driver cannot see oncoming traffic and has to assume the people in the car have enough sense to slow down or get out of the way. Notice how the cars on the other side of the street did just that. Somebody was in too big of a hurry. Even so, the US army compensates Iraqi people who suffer dammage like this and that Iraqi is probably back on the road by now... driving a little slower.

  There is a process in Iraq where people can report such dammage to property and they are compensated. The reason the convoy did not stop is due to the posibility of ambush.
