Southern Mexicans doesn't mean from Mexico. They mean from southern California. California hispanic gangs are broken into 2 groups. 30% of the federal prison population is non-native immigrants, meaning they were not born in the U.S. I would guess that the blacks were likely born here, and the hispanics rioting were mostly immigrants illegal and legal.
