In the states you get flash floods associated with thunderstorms where the water has nowhere to go except drainage because the soil in some parts is non-aborbant. You can see lightning a couple of times in the video so I'll bet there was a deluge from a decaying thunderstorm dropping massive amounts of water. A blockage in the drain may have produced enough back pressure to cause an explosive backflow of draining rainwater.
