You don't regular pure drinking water.
You have an abundancy of salt water from the oceans. 2/3 of the world is covered in oceans.
Thus, salt water is dirt cheap, it doesn't need any refinement.
There are many people who have applied this method and they're saving money.
They're also not polluting the environment.

If it requires fresh water, it's useless, because fresh water is as problematic, supply-wise, as oil. If it works with seawater, then it might actually be useful.
