- You need to understand how the PR progra...
  The way PR works: User submits a video to the PR program. Video is reviewed by reviewers and accepted or rejected for Metacafe, then it goes into public viewing.
  
  Once the video gets 20,000 views AND has a rating of 3+ then the PR review team takes a look at it.
  
  Until 20k views and a 3+ rating, the video sits in the PR program. That is why there are soo many bogus PR submissions.
