It's a myth
There are no rules that say the English guards can't show facial expressions, as long as they keep their dignity. For instance they can't show you disrespect, like, for instance, make faces at you. The general rule is that they are to maintain their status as authority, one doesn't lose that by smiling. Had this guy shown surprise he might risk losing his authoritative figure, so would have been speaking, making faces or whatever. You won't see a royal guard show you the finger, but believe me, if you threaten one of these you'll understand what they can and cannot do - or actually what they are required to do.
