I bet you have the materials to make glowing water in your desk right now. Here's how to make glowing water, which you can use as an ingredient to make other science projects glow in the dark, such as crystals and slime.

    • where to get a black light

Yep. A black light is a UV lamp. You can get them at many stores and they don't have to be expensive. I got the one I use from Wal-mart for about $10 but I have seen them for under $2. There are also black light bulbs that you can screw into a normal incandescent fixture, but I don't know if they work as well.

    • Black Light & Black Light Bulb

Yeah, I just checked... the incandescent bulbs (screw in type) that are sold don't work nearly as well as the other type. There isn't enough ultraviolet to get a really good effect. Black (fluorescent) bulbs work great and don't need to be expensive ($5-10 range for the light + bulb).

  • if you want to do this

without the use of a black lightlight and seem to have pretty good connections with people that have chemicals,
Use hydrogren peroxide and mix it with chlorine (gas form seems to work the best).
This is just making photons fly around and out of the liquid and it ends up glowing a brigth orange/red.

  • depends what you use

Highlighter is designed to be intensely colored, but it is fluorescent, meaning you use an ultraviolet lamp to get the brightest glow. Highlighters also glow in sunlight and under fluorescent bulbs. However, you can use phosphorescent ink instead and get water that glows when all lights are out. This is found with school and craft supplies.
