Judging from the url at the bottom of the video as well as the ascent of the Malay language spoken, I believe it was filmed in Malaysia. It's not widely practise there however, only those of low income/education from the rural areas still do it. They believe that by eating baby rats it will keep them strong and healthy. FYI, in poor countries the people even eat adult rats but those rats are not your everyday house rats. They are rats caught in the padi fields or countryside and they are normally clean and free of diseases. They are no different from the quarries hunted and eaten by folks in other parts of the world.
