      There are always soldiers who go against orders or do things that are not part of their orders. If they are doing their own thing (something perhaps outside their orders) then they are responsible, if they were ordered to do this, the commander needs to be responsible and the reasoning for the action must be explained.

      If soldiers get caught doing something and it is bad enough they can get court-marshaled, and possibly a dishonorable discharge - but frequently there is no way to prove what happened or who did it. This video is proof enough on these guys though, again, assuming they were not following actual orders.
