This is a laser engraving machine made by Lego Technic.

Spec of laser:
Wavelength = 808 ± 5 nm -
Power = 160 mW -
Color = Near IR -
Type = Lab style -
Cooling system = Air cooled.

This machine is capable to engrave dark plastic materials
such as the black CD case.
I this video the engraving machine write the word "CIAO" that in italian is "HELLO".
