The competitor in blue is Mark Huizinga from the Netherlands. With this throw, Mark won the bronze medal during the 2004 Olympic Games in Athens in the weight category under 90kg.

If you train for it, you learn how to take the fall and it doesn't really hurt.
I had to watch the clip several times. It looked like the guy in the blue gi basically took a head-dive toward the mat endangering his own neck and spine, which should have gotten him a han-saku-maki, a penelity which would have disqualified him from the whole games. The ref may have had a better angle though and may have seen that he was twisting to one side.
