The packed ones you have probably seen video of are unreserved.
One should not question the rationality behind this engineering. The Japanese are far from being lunatics, so if they decided they will solve the "direction problem" in this manner, they probably made their calculations before they did. So, IMHO it is unlikely that it is a (n economical) waste.
However, there are concerns that may jump into people's minds:
1. What if someone PREFERS to sit backwards? I for instance do, for some totally rational reasons: a) trains usually accelerate slower and decelerate more abruptly, hence the G-force on my stomach in a backward position is lower; b) in case of an accident once again the G-force would attack my chest from the "right" direction (from the front), and as an added advantage, I wouldn't fly from my seat anywhere even without a safety belt; and c) the way people observe the scenery favors the ones sitting backwards: we usually spot something interesting and then the ones sitting backwards have more time to gaze at those things as they pass by (whereas people sitting "forwards" must constantly keep their eyes on the horizon if they would like to see something for an extended length of time.
Just a few argument pro seating backwards, which option is 100% disabled by this "ingenious" design. However, I suspect there might be safety issues involved in the decision to choose to eliminate that option.
2. Indeed there are alternative solutions, like ones mentioned here: flip-flop seatbacks that ones can change according to preference. This is indeed a probably cheaper option, however, those flipping seatbacks may wear out quite soon, necessitating heavy maintenance, while these rotating axes can go on for a much longer time, probably.

it seems an expensive P.I.T.A. In the U.S. you just grab the built in handles in the corner of the seat back and flip it forward or back whenever you want in a fraction of the time, it's just a whole lot more efficient.

This must be a very very fast train
the train goes one direction to the end, then the seats turn around and the train travels back the way it just came.

Waste -- not, cost more for crew time to flip the seats, plus Japan's notorious labor shortage.
