Don't the majority of countries in the Middle East hold some form of large oil resources? They're not all poor, yet they still preach hate and advocate terrorism in these countries, so poverty can't be a reason.

They send in suicide bombers because they blend in with everyday civilians, people don't know if their going to be blown up at any moment. This causes fear (terror), that's the reason why they use suicide bombers, not because they can't afford an army. They somehow manage to be able to afford rockets, countless explosives, training, weapons, propaganda machines, and large sums of money for those who actually commit suicide and kill the "enemies of allah".
