Tape
You can place a piece of tape over the balloon, then pierce it. The balloon won't shrink.

- The point is to not use tape...
  because the balloon is examined and inflated by a spectator.
  
  And even with tape, air will leak out when you remove the needle. And it will leak out faster, because with tape, the needle hole stays the same size once the needle is removed.
  
  Using no tape, the rubber stretches back after the needle is removed and the hole is smaller. It will still leak, but not as fast as using tape.
