  Because it was shot in the style of a silent movie? Why? It could have been done that way on purpose as part of the *joke.* As a parody.
  
  Besides, the clothes and hair are too realistic to be a fake, and the *joke* is the exact type of humor they would have had at the time. Also, if it were modern day, I don't think they would have chosen such dumpy/ frumpy looking women. They would have chosen stick thin model types. These women look genuinely from the 1940s.
