as long as the dog runs within the circle centered on the metal can and with radius the length of the rope. This way the can is not dragged and there is no sound.

The speed can either be 0 m/s or the speed should be suffifient enough so that the can overcomes gravity.

Also, any speed equal or greater to the speed of sound, although I doubt if a dog could acrually achieve such a speed :-)
