There's not a whole lot holding you back when using a torch. And I'll also bet that the same tools that built these casks would be very useful getting them back open. The moral of the story is: the Brits want to dump their nuclear shi't in somebody's back yard or under somebody's house somewhere and they are resorting to all this pomp and circumstance to convince us that this junk is safe and that it'll never EVER end up leaking into the water table or the ocean, which is where they've been dumping the stuff up until now.
