His fault
First off, he pulled the cut-away, not the parachute. It never would of deployed, but his instructor pulled Scott's chute, which is common if you miss the throw.

As for the power line thing, he just wasn't confident in his ability to control the chute, so he just went wherever it took him. (I'm sure he was scared crapless after that free fall).

- if you're a dork
  this guy doesn't pull his deployment handle, but his cutaway! That's why his parachute comes off.. (that's what a cutaway-handle does....)
  In the whole wide area there's nothing but dessert and still he manages to fly into the electrical wires. He's a loser !!!
