Oversized toy
I've seen a smaller version as a kids toy. All it is is a layer of opaque gel snadwiched between thin plastic and placed on a plexiglass topped bar and a light placed underneath. Simple really, but interesting nonetheless. PS, I saw no animation or real video.

Got that bar in my local.
It's made of oak and when I spill my pint I too can make swirly patterns with my finger.
