First off, everyone that fired the cannon would be dead or would die in just a few days. Not a very effective weapon if it kills the person using it. Second off, the blast footage is old crops from other much larger blasts. Notice the color change? And third, the US army did make a portable nuclear launcher, but it was a backpack style launcher, like a mortar. It failed in testing because it could not launch a weapon the distance required to avoid the fallout (3 miles).
