POLICE
When I lived in Chicago i saw a couple police call and have a car towed that was parked a "little too close" to a hydrant......in a spot that many people used every day, including myself. It was not an "illegal spot" until that day; after the car was towed, they directed a friend of theirs into the now empty space! (of course I watched secretly from a window above)

It's a comedy sketch, not real life!
In Britain, people with a disability can park in certain no-parking zones, if their car has a disabled-user permit in the screen... If the traffic warden (NOT police, these guys are parking enforcement only) can't see the permit, they issue a penalty notice.
