Just incorrect
The webcameras that you find using the google 'inurl' search - especially the ones that 'move around' are largely installed with a mind to be publically accessable.

The claims in this Fox news story are on the whole just plain wrong!

  I tried it actually typing in the search tags, I got into cams that... showed nothing but either the night or the view through the window on their crappy quality cams,

Well thats odd
For a station thats trying to stop this kind of behaviour they have just taught me how to do it! I paused the video and retyped the same code into Google and found the list myself. Thanks Fox.

This is nothing new.
This is just a small example of how google can be used to find all sorts of personal and confidential streams and information. Learning google syntax is a key method of many site defacers and crackers that has been perfected over years by militious and just curious hackers since google first launched.
