Potassium Chlorate is a strong oxidizer. In this demonstration, it is heated and a sugar cube is then added. The reaction in the video is the result.

  It probably could! People often make rocket engines using sugar as a fuel and potassium nitrate as an oxidizer.
  
  If I could find a SAFE way to put it together I would make a video of it...but not if it might blow my hands off. :)
