    Chemically, when you split apart hydrogen from Oxygen in a water molecule (H2O) you get a release of energy, when you put them back together you also get a release of energy. This process by electrolysis works based upon those principles and captures that released energy.

      Oxygen is the most electron-greedy element beside fluorine, and hydrogen gives up its electrons very freely. Therefore, they bond very tightly, and it requires an INPUT of energy to break water apart into hydrogen and oxygen, that's why water is one of the most stable compounds and practically inert.

      It takes more energy to split water via electrolysis than can be generated by recombining the hydrogen and oxygen, as predicted by Newton's 2nd Law.
