where is the power of human to stop it ??? i believe that our power is limited compare with the nature .

For those not versed in building roads....this more than likely happened because the culvert pipe or head-wall was not kept clear of debris. The culvert pipe was probably 3 maybe 4 foot in diameter. There was probably some tree branches or limbs blocking the opening of the pipe. When the volume of water there and the pressure against the roads fill or underlayment was great enough the sand, gravel and stone fill will be washed out and away. The state laws for construction and the inspections have requirements to meet or exceed specs. Any inspecter "not on the take" would not risk loosing his job short cuts or under spec construction.

They cheeped out and put a culvert where a bridge should have been built.
