This was actually a bank robber that took hostage of a little child. The bank robber demanded a bike, not knowing that the police are planning an ambush. After getting the bike and driving away, an under cover police car (the black car in the video) came to the road by surprise and caused the bank robber to crash...
The dude survived, got arrested and I guess that he's rotting in jail now - the place where he blongs :)
