No. I don't have to be suspicious.

A cop has to tell a person why he is arresting them, he doesn't have to tell a bystander anything.

There is no implication of foul play other than a paranoia that all Police are jack booted freedom hating thugs.

If the cops cannot give a reason for the arrest at the time of the arrest the implication is that they do not at the time of arrest have legal grounds to hold the detainee.

Is it possible that there is a legal constitutional reason for their action.

I love it how when people refuse to answer an officers questioning they are considered suspect and uncooperative, yet these cops refuse to answer innocent questions put to them, or even acknowledge Ian's presence for most of the vid.
