How to Make A Nuclear Reactor

I have been looking a some books that have some info on reactors and things.
It seems from the info i have been looking at that
an atom smasher coud be constructed to make isotopes
with a van de graf and something like a few pumps and a tube with electrodes on each end. This could be to bombard materials to make isotopes and doesnt seem that difficult to make. So I wonder why the government
thinks it matters if countries are denied nuclear power
plants. It seems to me this may be an easy why to make
isotopes by using an atom smasher easy to make
and maybe hard to detect so i wonder why they think
it will prevent anything to deny countries nucear reactors whose use may be peaceful.
Is it just government people dont have much education
that would help them know this. Their education being in the law field.

I would like to thank you for your interesting video on nuclear reactors. I have been interested in the subject and appreciate your information about it. To me videos like this may make reactors more possible to people especially smaller ones. Ignorance about them may make it impossible for many of them to be.
