Second, I would just like to say that the small cardboard "tube" that is placed at the end was originally introduced to me as a filter, under the mistaken idea that it did somehow filter the smoke. This is not the fact. That "filter" is actually used to create a firm hitter end for the joint, making it easier to hold and hit, and preventing the paper from getting wet or burning you on those last few precious tokes. I looked into it a bit when I first heard about it, and found that it is most commonly known as a "roach".
Reason: This cardboard roach is inserted at the hitter end of the joint. What most people refer to as a roach, the small hitter end of a joint that has remaining bud in it that wasn't finished with the joint, is replaced by this cardboard piece. With this, you finish all the product in your joint, leaving nothing to potentially be wasted (Dropped, lost, or just flicked.), and makes the smoking experience more pleasurable due to the more firm and easier to hit joint.
Personally, I don't usually include the roach when rolling joints, as I tend to do them quickly and in large quantities (And occasionally while walking or moving or some other type of motion that could disrupt the rolling process.) and don't have the time to cut up all these roaches to include, but if you are looking for a nice, smooth, firm joint, a cardboard roach is a simple and easy way to help achieve your goal.

I assure you that there are no filtering properties. This is a very popular way to roll in Amsterdam. Just pop into any coffee shop and ask the barista to roll you one and that is what it will look like.
