It is definitely dying.
This fish has(or likely had now that it will be dead) a bacterial infection, that has gotten to the poor fishes swim blatter on the one side, and it cannot compress the air in that side so that side wants to float.

Poor Fishy
Next time you think you have a talented fish or think it's being weird....try quick cure sold in most petstores it really works wonders.Then maybe next time you won't have a fish trying to die on you and then it wouldn't have to go through so much suffering.
