And name it whatever you want. Then it will create a microsoft icon, and if you double click it, windows will automatically shut down, and turn your computer off for you. For restarting, create a second button with the path "c:\windows\ rundll.exe user.exe,exit windowsexec" (get rid of the space between exit and windows and the space between the \ and rundll.exe)

That's all it is. It's not "locking," it's just allowing you to use another desktop without closing your profile down. For safety's sake it asks you for a password. "Switch User." Find it in the "Log Off" box on your XP Start Menu.
