This is physics guys.
when soap is put on water, surface tention reduced. so that the pepper particles grag towards the wall. You can observe the same by making a cardboard in a shape of boat and fixing a piece od soap at the back side. The boat starts to move forward.

  in the middle with one of those sugar cubes - the peper should start moving towards it - although you might be surprised by the explanation ... :)

  put a small cut or strip of detergent bar under a paper boat on one end, or a popcicle stick, or anything that float, tape it so as no to fall. sail it on pool, you'll see.
