    In normal circumstances, the large pipe underneath the road is meant to pass water under the bridge. It seems the pipe has been blocked so flooding occurs and the resulting erosion of the road underneath.

      This is not a bridge it is (or was) a culvert and I guess from the types of trees it looks like it is in the Pac/NW (probalbly Western Washington). I have seen this happen several times. It is called culvert failure. The culvert gets blocked and the water washes out the sand around it. It's usually caused by lack of maintenance.
