Cats do this type of leg action to what I refer to as gardening and it is due mainly to being weened off its mother too soon

- Not sure about
the "weaned too soon" aspect, but I have had a number of cats exhibit the "break making" kneading action - mostly when sleepy and/or very content. It's so darn cute! Sometimes, a cat will be on it's back, and will stretch out the front paws and knead the air as they are petted.
