in my country (ROMANIA) if you get caught that drunk , the next test that you will take is in prison , with your driver licence canceld and with some big holes in pokets ( sorry for my english, i skipped classes in highscool)

I'm ok with it also. If the dude is so drunk that he can't put a piece of tape on the ground, then I'm confident that he couldn't walk the line or stand on one foot without falling over.
