Yes, it is a minigun. No, it's not the metal storm. Usually, this system finds it use on battleships for taking down inbound missiles and such.

metal storm is, to the best of my knowledge, just a prototype. And even though a million rounds per second seems cool, the current solution seems... clumsy. Check out the reloading video elsewhere.

Remember this little toy when I was aboard the U.S.S. Belknap. Of course we called it the "R2D2 with a hard-on" I was rather surprised to find a video of the CIWS in action. In my day, just talking about it was classified. Durn, tells on my age.

The Phalanx is used as a last line of defense in taking out incoming anti-ship missiles. If I remember correctly it operates in the last 4 seconds before impact of anti-ship missiles. As an aside its radar can track the wire rope that a plane uses when towing a target for the Phalanx

This is not meant to be fired on people. This is used on ships, to fire on incoming missles. It can be used against incoming airplanes, but it has an extremely short range. Britain and Russia have extremely similar systems, as well as most countries which have a modern navy.
