This has nothing to do with the monitor - it's a feature that comes with the software that comes with a bought video card..

- Dell Monitor
AS you can see on the back of one of the monitors it's a Dell, and since it's a library of some sort they probably have optiplexes. I have the same monitor at work.... I should since I work for Dell.

- My monitor can rotate too...
I right-click on my desktop and I click NVIDIA Control Panel. Then I choose Rotate Screen (or something similiar) and I can rotate my monitor too! Ctrl+Alt+Arrows doesn't work.

The rotation is not a feature dependent on the monitor, it's dependent on the graphics driver. Some monitors (like Gateway's larger ones) contain positional sensors, have software you can install on your PC so that when you rotate the screen (on a rotatable stand), the driver automatically rotates the screen image to match. Kinda cool.
As an alternative, if you really want your monitor to be portrait (vertically oriented) but don't want to spend mega$$$ on a rotatable monitor, you can do it with a screwdriver. The back of your monitor most likely is connected to its pedestal stand with 4 screws on a flange, each spaced 100mm apart. Put the monitor face-down on a soft surface, remove the screws, rotate the screen 90°, then reattach the stand. 'Course, it's not convenient, and use only if you plan on using the monitor this way for a LONG time. But you can do it.

Most of the Dell Ultrasharp monitors can do this. I have a 17" Dell Ultrasharp LCD and it does the same thing. Not expensive, and not unique.
