what if they're all on black or all on white, then they couldnt capture each other because they're on the same side.

Also are these queens sharing the board with any other players? You should specify on that one unless I missed something

  If they all play for the same side, it's impossible to capture eachother.
  
  And if there are other pieces in the way, you obviously can't capture pieces past them.
