Amazing video about the catastrophe of the plane
I am very acquainted with the crash shown in this video. I retired from the U.S. Forest Service in 1999 having logged 5500 hours on fire fighting duties on 108 wildfires. The last 18 years of my career were spent on the Toiyabe National Forest, near the site of this crash, and the Inyo National Forest, which is just south of the Toiyabe. At the time of this crash I was working for the Mono County Sheriffs Department as a volunteer disaster service worker. One of my duties on this fire was to keep looky lous away from the crash scene until the NTSB completed their on the ground portion of the investigation.
This crash occurred in the town of Walker, California in the Sierra Nevada mountains, during June, 2002. The aircraft was on a air tanker contract with the U.S. Forest Service and the contractor was Hawkins and Powers. All three occupants were employees of that company and all died. The aircraft was a military surplus C-130A that first flew in 1957. After being retired from military service, the plane was used by the CIA. The National Transportation Safety Board investigated the crash and were hampered during some portions of it due to the CIA not sharing information regarding flight hours, loads carried, and maintenance. The cause was determined to be metal fatique in the area where the right wing was attached to the fuselage. If I remember correctly this caused excessive stress to the left wing, which then "snapped" off also.
This aircraft did not belong to or was it contracted by the California Department of Forestry and Fire Protection (CDF), a state agency. It was under contract to the U.S. Forest Service, a federal agency. As a result of this and other crashes involving C-130's the Forest Service grounded all "heavy" air tankers. It was more than a year before the first heavy, not a C130, was put back into service. Even today, the bulk of the heavy tankers are not back in service. That has caused a shift in how retardant is delivered to fires.
The system of using contractors to provide aircraft and personnel capable of delivering fire retardant to a fire is the only alternative short of having the federal government have aircraft specifically designed and built for this type of work. That would be the best way to do it, however, the cost would exceed the ability of the agencies (6 of them) in the federal government to fund such a program. In California CDF "owns" some medium air tankers, however, the U.S. Forest Service actually holds title to them and they are loan to this state agency. The value of the lands and property that CDF protects is high enough that this state agency has the funding needed to maintain the largest fleet of aircraft of any state wildland fire agency in the U.S. Most state agencies order air tankers at the time of a fire, from the National Interagency Fire Center, or one of the 11 Geographical Area Coordinating Centers under the National Center.
The largest cost on large wildfires is always aircraft. The delivery of retardant is usually the largest item in the aviation expenditures for a fire. Those who think that a little more money would reduce the chances of something like this happening do not have all the facts. The answer is not in aircraft which get all the press like the DC-10 that was used this fall in southern California or the much touted "super scooper", which for experienced fire fighters are just a lot of hype, with limited usefullness.
Even the alternative of having brand new aircraft of an existing design for military aircraft, that have the necessary modifications for air tanker use built right in, is more than anyone can imagine funding. Single large fire incidents can cost over 100 million dollars to fight, this using existing surplus aircaft under contract.
The answer to the cost and effect of wildland fires is in hundreds of seemingly small places. The land management profession has not been helped by politics, the public, or the media in trying to accomplish the needed tasks. What are these items? That is the subject of many books, research articles, and the knowledge of tens of thousands of people who, like me, have worn out the soles of their boots while using their brains on millions of wildland fires.
There is an old saying "the devil is in the details." The answer to better wildland fire manegement, which would result in healthier widlands (forests, grasslands, brush, etc.) is in a lot of hard work that is not sexy and real intersting to watch on TV, and would not seem to be very effective to the average person. It is in a lot of details of dozens of programs and requires a sustained effort involving decades and then centuries of work. It took us about 100 years to paint ourselves into the corner we are in, so it will take at least that long to reverse our earlier decisions, which in retrospect were very poor ones.
By the way, this plane had just dropped a load of retardant in order to protect some homes and businesses. These men died heroically. In my career I had four very near misses with potential and probable fatal consequences. I lost four friends and co-workers to on duty accidents. None of us are well paid for this, and you should appreciate the efforts of those people. I've been involved in efforts to save homes and whole subdivisions in my career and you may, at some point, need the efforts of fire fighters, or know someone who has or will, have a home still standing due to these efforts. The work is very hard, dirty, and mostly monotonous. The average person could not do the work or tolerate the conditions that have to be endured.

I dont know if it has made it here or not, but Montgomery Alabama had a F3 Tornado rip through the city not too long ago. One of the most devistated (read: totally demolished) buildings was a commercial building named Fun Zone. Basically Fun Zone was an all round child entertainment establishment including a skating rink/wall climbing / arcade / family party area. I was on my way to work and seconds after the tornado hit, i was driving down a road that was in the path of of the twister. I looked to my left, saw what use to be a two story (all steel/cinderblock) building just totally demolished. the first thought through my head was "why are they tearing down FunZone? I could'a swore it made enough money to turn a profit!" Then i came upon a small metro size car
seems to have cut off more than half of my story, but to no end; i reitterate, you sir are a hero, as everyone who works your profession.

I don't think a tool like you can speak seriously about a tragedy. Look up the word conspiracy.. it's an actual word in the dictionary and used in Courts of Law across the planet.

It was scrapped by the military because of known center section cracks but because of the good ole boy cast of familiar incestuous clowns H&P managed to get there hands on it. If you are familiar with this particular airplane than you also know about the switch that was put in there as a joke. Airplanes are kind of like guns, they don't kill people, people do. Because of politics airplanes best suited as tankers don't get used. The lunatics are running the asylum.
