The only one that really matters is that first setting he showed, which is the maximum uploads speed setting. Believe it or not your uploads speed is the most important for your download speed because during a transfer over the Internet, your machine is performing a sort of "handshake" with other machines on the Internet. You have to be able to tell the other machines "thank you" after you receive some packets of data from them, otherwise they won't send you any more packets. So if your upload pipe is congested, you're not going to be saying "thank you" fast enough, and so your downloads will slow down too. So always limit your bittorrent upload speed to some level below your maximum Internet connection upload speed; you don't have to do that 80% calculation, just set it to 40KB/s or less and you should be fine.

Just don't enable any DHT Network settings if you use private trackers or it'll mess up your ratio pretty badly... It's okay to enable DHT if you use public trackers (that require no authentification). You'll end up with only part of your download/upload beeing reported to the tracker.

For the guy who asked what a torrent is, its a way of sharing data between computers - the torrent client (the program you run) downloads chunks of data from anyone it can find with data you haven't got yet, and in turn, you might end up uploading it to someone who hasn't got something you've already grabbed. Because the bandwidth is shared across lots of users, you can get really good download speeds. As for sites, isohunt dot com and thepiratebay dot org might be of interest for all those linux distribs you're looking for :-)
Something to bear in mind is preventing your usage from being tracked (or at least making it harder to track) - go to peerguardian dot sourceforge dot net and download Peerguardian2 - install the p2p list as a minimum, and it will prevent your machine from connecting to anyone in the list who might have vested interests in what you download (like the RIAA who like to sue people)

my bitcomet works with aprox. 260kb/s.After I try to calculate 80% of the upload speed the download speed goes under 100 kbs so i don't know if this is the best choice

my download speed is really fast gets up to 350 kbps without doing all wat u did u need to limit ur upload speed to say 20 for me its 50 and then change Max allowed connections to say 1000~2000 watever u want and change max connections per task and hit START it`ll kill ur connection but u`ll get wat u want in a really short time

One should also enable protocol encryption because some ISP try to restrict bittorrent connections, so if you enable it they cant intercept your download
