Anyway,I will try to explain more detail here...
1) Open notepad
2) Type in the text below(no space)
[{BE0981 40-A513-11D0-A3 A4-00C04FD706EC}]
IconArea_Image ="C:\your picture location.jpg"
IconArea_Text= 0x00FFFFFF
3) Save file as desktop.ini
Save as type : All Files
4) Copy the desktop.ini file you just created, and
paste into the folder you want the background to
be change
5) Go to START --> RUN..
6) Type Attrib s "C:\Location of your folder"
Click OK
7) Open your folder and the picture should be set by
now
'IconArea_Image' is for you to key in the location of your picture. Let say if your picture is located at 'My Documents' with the file name 'abc.jpg', your location will look like this
"C:\Documents and Settings\user\My Documents\abc.jpg"
'IconArea_Text' is to set the color of your text, if you have a dark background it is recommended you set the text color to WHITE with is 0x00FFFFFF.
If you have a white background, you can set the folder text color to BLACK which is 0x00000000
Folder text color can be set to any color depends on which color you like, example:
PINK - 0x00FF99FF
PURPLE - 0x00FF99FF
RED - 0x00FF0000
and more
Recommended picture size is at 815 x 585 so that you will see a full picture and not Tile.
You can resize or cut your picture to the size
815 x 585 easily with 'Microsoft Photo Editor'

You can use a utility like SnagIt for 'video screen capture'. SnagIT is inexpensive in the full version and is a great tool. It also allows you to add audio to the file. The problem with SnagIt is the large size of the output file.

If your desktop resolution is 1024 x 768, suggested picture size is at 815 x 585. Most of the time, you won't get this size by using resize function in the picture editor. But I have my way of resizing it.

At first, I resize according to the width to 815, then i will cut the picture with 585 height. In this case, the picture's ratio will remain and you will maintain the quality of the picture. I'm using microsoft photo editor for this resizing and cutting task.
If your desktop resolution is other than 1024 x 768, try to do this to find a good size of the picture for your desktop.
Open any folder, maximize it, print screen and paste it into paint and save it. Open the saved file in microsoft photo editor, select cut function , select the white color are of your folder, the size will appear at middle bottom just above the taskbar. You will see something like this, example: W,H:800,600.
As you select the whole white color area, you will see the number appear, that is the size of your picture to be resize so that your picture will appear at the center in your folder.

A mac can do anything a pc running windows can do. And it can probably do it much more easily. Also OS X is built on UNIX the most stable operating system ever built. (no blue screen or ctrl-alt-del crap to deal with!)

I tried to get this done for a long time till i realized that the problem was that i allways tried to open the folder through the shortcut on my desktop. The only way it seems to work is through the explorer.

BTW, it only works if you start double clicking from My Computer. (it won't work if you directly browse to that directory from explorer)
For the guy who asked how to unset it...here are the tip
Run the following...
attrib (plus)a "The directory"
delete the desktop.ini file from folder. (better to delete it from desktop as well)

You could just buy a mac and Right Click in any window you want a pic and pick it from finder...
